Does the 15 pin video cable still have value and is it as good as the other video cables, so does it make any difference if I use a 15 pin cable of something else?

Its the old SVGA socket/plug.

Nothing wrong with it for ~normal~ use.
Longish cables or even cable extentions needed to be high quality or you'd get noticeable degradation
Many people with dual monitors used both the SVGA & DVI ports

Its analogue , vid/monitor connectors are trending towards digital : HDMI , DVI, Display port
HDMI has the advantage of vid+sound, so one cable does both if the monitor has speakers
