Got a Acer Aspire ES1-531-P4H4 here.
Currently in never ending repair cycle.
Can't get it to boot from CD or USB.
Have been in the bios & moved them up the list but doesn't make any difference.

Don't panic, found it, change to legacy.

Thats the UEFI BIOS causing the lack of booting from a CD or USB drive.

From Memory the Boot menu key is disabled by default, so go into the BIOS and enable it, you then have to tap F12 to get to the boot menu, then select the boot device.

If it still wont boot from an external device when selected you have to go into the BIOS and disable UEFI and change it to legacy mode. Then it will boot (or should) But keep in mind if you boot from legacy mode, then windows wont start.

From Acers Site:

on F12 (devices listed under hardware priority order, not your edited priority), in fact this will override the boot priority edited on F2 BIOS:

UEFI - you will see only UEFI compatible bootable devices (no UEFI compatible devices = empty list)

secure boot ON - only UEFI compatible with microsoft trustable EFI signature will boot

secure boot OFF - all UEFI compatible will boot

Legacy - you will see only devices with a partition marked as bootable

Got a similar low spec Laptop here now, someone removed windows 8 and put in linux, gave nothing but trouble, crashing locking up you name it, half the functions don't work, so they want Windows back. It was a real #$$(^^%&%* to get to boot from a USB, simply wouldn't do it, ended up finally kicking in a CD to wipe the partitions after changing to legacy mode.
