Windows 7 comes with it.

It's not the OS that includes it, it's the reseller. Office Starter is essentially an OEM only Office package that some resellers include preloaded. Neither Windows 7 or 8 include it out of the box.

Windows 7 came with only Wordpad and the machine may have had Office 2010 setup installed on it which someone may have run and selected the Starter Edition.
Office 2010 isn't available anymore and the Starter Edition isn't available in Office 2013.
Wordpad is still included in Windows 8.

As others have said, it doesn't. Windows has never come with Office, except for Windows RT.

Office starter edition "officially" isn't supported either in W8

If you want a free office suite LibreOffice is a good alternative

Kingsoft is even better and free, what's more it looks like office 03. Office starter came with my netbook it was ugly and had a side panel with ads it was one of the first things to go
