from any camera, to any screen, anywhere, anywhen.

Use a decent fly rod if you want to cast into the stream

The internet is not designed to 'broadcast' like a TV station. Instead, the viewer has to request something and then a server with your content on it sends it out. The server could be your home computer but you need a fixed address so that the viewer knows where to send their request. You need lots of other resources etc etc

Using Google (putting your content on Youtube) is much easier. The viewer knows where to send their request - they just click on your content with their browser

The hard part though is getting woud-be viewers to make their requests...

i need to be able to cast a live stream which can be timeshifted.

youtube with live streaming would be an ideal solution.

idealy id be able to cast the live stream from my LG p500 running android 2.3

If you're wanting to cast you, gaming, for example, you'd use something like Xsplit with twitch.tv

If you're wanting to do a video broadcast, then you'll be wanting to use something like Google Hangouts On Air: http://www.google.com/+/learnmore/hangouts/onair.html
