I recorded a file in wav format on my MP3 player and would like to convert it to MP3, and also reduce the duration of the file.

Is there a program that can convert wav to MP3?

Freemake video converter should. (http://www.freemake.com/offline/offline_all/) Make sure you do a custom install and untick the toolbars etc before you install it

There are hundreds of programs that can do that, including windows media player I'm pretty sure.
CDEX is an old one and a bit slower than some but still pretty good.
DB power amp is another.

If you google wav to mp3 you will get pages of results

Goldwave is your friend, free from goldwave.com
Easy as to trim it, and no toolbars either ;)

Cdex is what I have always used.

Chill, isn't Goldwave shareware?

I like Mediacoder

For editing I think Audacity would be the best

Yeah you can buy the paid pro version but I've never needed to, the free one does fine.

Also, I like Audacity, but the interface isn't as "easy" compared to Goldwave, I found Goldwave way easier to use by comparison...

I have found Format Factory from here (http://format-factory.en.softonic.com/) to meet all my needs for many different conversion types. It's free and very comprehensive yet simple to use
