That or a faulty cable, or loose connection etc.

Take the drive out of the USB case and connect it directly inside a machine. Then you'll know what's going on.

If it was MB/s it'd be about right, but even a slow USB flash drive usually writes at around 5MB/s so that's insanely slow, it's not a USB 1.0 port is it?

You generally can't get SMART data across a USB connection, have to take the drive out and connect it internally.
