Can I block the internet via the firewall but make an exception for 1 website only?? If so...how?

It's a complicated subject, so I'll cut to the chase. You are not looking to change your firewall.

You need one of the following
* internet filter program
* a proxy
* content-control software

$40 a year doesn't sound bad to me. It's a popular solution for locking-down Windows internet cruising.

You can do it Via your browser, depending on what browser you use depends on the settings.

On tools or preference of your Web Browser set the browser to use a non existing proxy.

Put the allowed sites in the exception field.

You can also use free software to block sites, or everything, or allow at certain times , I have used K9 Web security many times - it works well. Depending on what Antivirus you have, you may have to make some alterations in the settings to allow it to work.
