If the programs are dis-similar for example, Firefox, Office, Opera, paint - I dont think you can.

If you have for example several pages open in FF, IE or Paint they will automatically group in the desired program.

The attachment shows several pages open in IE, all grouped.

Edited: have a look at This here (http://www.sevenforums.com/tutorials/496-taskbar-button-grouping-enable-disable.html) - may or may not be of help.

Have you played around with the Taskbar buttons drop down box settings?
Right-click on the taskbar and go to Properties and have a go.
The default setting is 'Always combine, hide labels.'

I use a freeware program called 7 Taskbar Tweaker which I configured to make the Windows 7 taskbar work just like the Windows XP one.

It may also have options for doing what you want, but I am not sure.

This may not what you are after but I use Bins at http://www.oneupindustries.com/Bins/default.aspx?banner to group similar buttons eg browsers (Chrome, Firefox); MS Offices (Words, Excel) etc

It is still beta but works quite well.
