I use Microsoft Expression Web, but it isn't free... Very good though...

Microsoft Expression is available for free for those who have MSDN access.

Notepad++ isn't a WYSIWYG editor, Digby :p

Depending on what type of site, Blogger and Wordpress might suite, particularly Wordpess. Plenty of plug-ins, tutorials, to easily make it look like a website.

NVU has taken over from Kompozer which hasn't been maintained since about March 2010 by the looks of it.

I got that wrong. NVU took over from Mozilla Composer which the got superseded by Komposer.
