What is the best way to keep drivers up-to-date?
manually or through a program?
if program is there a recommended program?

Get them manually then install them (after you uninstall the old version). There are programs around but they dont always get the right version, or the right driver

No need to update unless you're having a problem. Driver updates, especially on older PCs have a tendency to cause more problems than they fix.

Thanks for the input!

The computer is having troubles.
When anything is plugged into the usb ports on the motherboard the computer wont boot.

That sounds like an issue that's occuring before you boot into windows, so it's not likely to be a driver issue. You could try updating the BIOS and/or checking the boot settings.

Is it one port in particular, or any port; if one port only I would suspect a short within that port, if any port check for a short in the male plug/s of the units you're plugging in; alternatively you may have excessive current draw either individually or collectively, you usually can only draw .5 amps per port, also your power supply may not be supplying enough current to drive everything and boot too.

Do you have a large external HDD (3.5") or two, taking power from the USB port/s?

these are all great suggestions:

what I did was go into bios and
disabled usb boot and
disabled boot usb devices first

this has worked!
the computer boots fine with a usb device plugged in.
