After completing virus scan and quarantining infected files I now get message upon start-up that Windows cannot locate CPQLocal.EXE file specified in WIN.INI FILE - content type MIME (opens with notepad)and instructions to remove this file from WIN.INI. Is it safe to do this?

You should be fine removing any lines relating to the file from win.ini.

Its probably refering to the lines RUN= and LOAD= as they are leftovers from win 3.x for starting programs as startup.

If you want to be safe, you could put a ';' at the start of the lines to disable them rather than deleteing them.
