would anyone know if it is possible to capture a sound from a sound card to start a timer?
in particular I want to be able to measure the time period between clock ticks (I have a suitable microphone) oscilloscope software dosnt seem to be satisfactory. perhaps a software analogue to digital converter? any help in the right direction would be much appreciated.

Any wave editor (eg cooledit) will let you record the sound and measure the time between ticks. You sound card is a analog-digital convertor.

If you are wanting to automate something based on the tick frequency, then you will probably have to do some programming yourself, it seems like a custom job.

If its possible, instead of having a clock tick, you could try a switch and some sort of interface card. This would save a lot of processing and be more reliable.
