I currently use a web-based MSN service from ebuddy.com but its started to get flakey with the connections.

I have admin on the computer but the network it connects too disallows the proper MSN client.

Can anyone recommend a good alternative?

I use digsby.
It is really good, can do so much more than just msn.
It does MSN, Gtalk, Facebook, Yahoo and others that I can not remember.
Oh and its FREE

If its client based it probably won't work
Need web based.

x2 for Digsby, but since you need web-based, try Meebo.

I use Meebo for web-based, otherwise I use Pidgin.

CenterICQ\CenterIM is also very nice if you have no GUI.

Trillian has a great web UI, although unfortunately it requires flash.
