is there a task/resource manager for GPU's that will give a graph of the VRAM and processor usage etc?

Look in the options for the videocard drivers / program

My evga card came with a program called EVGA Precision which does that. Apparently (tho I havent tried) it works with other nVidia cards, not sure about ati.

GPU-Z or ATi Overdrive in CCC will tell you what % the GPU is being used.

Not sure about VRAM though

Forgot to mention it was an ATi Card, ill try Overdrive first since its an ATi product.

Sysinternals has VMMap (http://technet.microsoft.com/en-us/sysinternals/dd535533.aspx) (and other tools) which I use a little - but some of the data can be a bit technical, but does show committed memory for my ati card.

ATI tray tools has an OSD but I'm not sure if it will show the counters you are after, also, FRAPS may do it, again, I'm not sure, I'm pretty sure [H] uses fraps to establish frame buffer usage.
