I am evaluating this at the moment but so far it seems very good, Media Cope 2.0.0.0:

I use to play around with the little known mp3splt (http://mp3splt.sourceforge.net/mp3splt_page/home.php) (has cue/end points) from Sourceforge and also slice audio file splitter (http://www.softwaregeek.com/download/slice_audio_file_splitter.html) (can also split in time segments). Both relatively simple.

PC User mag last month put on their free DVD a program called 'PC User Audio Toolkit' which can edit audio and make ringtones in many formats. Although I pesonally havn't used it I have been told by a freind who has a ringtone webset that it's very good. Personally I use Abode Audition for audio editing, but it's not free - Audacity is a great freebee.
