CDA means CD Audio.

But a .CDA file is not an audio file - rather, it is a pointer file that contains information about where the track is located on the CD, similar to a desktop shortcut which points to a program.

You will need to rip the audio from the CD first, and then burn it with whatever program you are using.

A lot of programs will rip to MP3 but that is a lossy format. If you want to make your own custom audio CD, you should rip to WAVE or FLAC to keep the quality the same.
