When I hover over an icon on the taskbar (system tray, start button etc..),
the comment "hides behind" the taskbar and any window that is maximised. I have gone to taskbar options and turned "keep the taskbar on top of windows" off, but it does the same thing.

It usually shows the names of the programs in the taskbar. Or use this (http://support.microsoft.com/kb/307729). This will remove any notification, in the taskbar

I don't actually want to remove the notifications from the tray. I just want them to be on top of the taskbar.

Move the mouse above the taskbar / unlock the taskbar. Then push it down. After you see the 2 arrows. Its probably doing it, because theyre on top of each other . Then lock the taskibar

Try some of these (it's a glitch in XP, that M$ never fixed, annoying eh!).
