After windows updates updated my display driver, nvidia control panel and ATI tool stopped working.

I always get this message when trying to open the driver display panel:
The NVIDIA Display Control Panel extention cannot be created.
Possible reasons include:
Version mismatch. Reinstalling drivers may solve the problem.

AtiTool:
The Kernal Mode Driver does not seem to be running.
A device driver is required for communication with your video hardware.

Did Windows update installed the wrong driver (133mb file) ? I've tried downloading the driver from NVIDIA Driver Downloads but there is no drivers for GTX 280 Win7 64bit OS. Does GTX 280/275/260 use the same driver?

I wouldnt trust WU's drivers (altho some drivers do work). Is this the card ? (http://www.nvidia.com/object/product_geforce_gtx_280_us.html). If it is there are drivers (http://www.nvidia.com/object/win7_winvista_32bit_195.62_whql.html)

Here (http://www.nvidia.com/object/win7_winvista_64bit_195.62_whql.html). It says 64 bit at the top. I would roll back / or uninstall the drivers you installed from WU before you install the Nvidia drivers

Dont use ATItool. Not much you can do, if it doesnt work. Did you remove the drivers you downloaded from WU?
