Can you sugest a good quality webcam to go with Skype and also what are the minimum speeds it works well.

Will a 1.5Mbs be sufficient ? What abt upload speed? Is 128Kbp too slowww

As for the speed that should be fine, I've had skype run over slower connections and its been fine.

I recently used one of these http://ascent.co.nz/productspecification.aspx?ItemID=356606 (not mine) with a separate boundary mic to do about 9-10 hours of international videoconferencing over Skype (NZ to various locations in North America and Europe). It's quite an expensive webcam, but the video quality is excellent, even in relatively low light.

In terms of speeds, you do need a decent connection to get reasonable video quality.
