Bit more background is needed before being able to answer this question. Have you transferred a HDD from one PC to another and you're trying to access the data maybe...?

You may need to do this (http://support.microsoft.com/kb/308421),but let us know what the situation is before doing that as taking ownership of a user folder in the wrong situation can be very bad.

The system is vista pro.
It started after I had to reformat and then load again.
Thanks.

There is no such thing as Vista Pro, is it Home Premium, Business or Ultimate? If you're running Vista there is no native 'Documents and Settings' folder, it's the 'Users' folder. Did this 'Documents and Settings' folder appear when you reinstalled Vista, or is it one you've put there later on?

That's the same instructions but for Vista - I think you'd be safe trying that as there's no way the Docs and Settings folder is needed for your user account to run. Option Two would be the easiest option to try.

Good to hear, nice how a problem can be fixed without really being sure what it was in the first place. :D
