I cant really understand what you are trying to say, but the purpose of an emergency boot disk is to be able to boot up your computer into DOS. You can then use DOS utilities to repair/correct any problems that is preventing Windows from starting. The article you mention recommends adding files from your system like system.ini etc in case there is a problem with your hard drive, and CD-ROM drivers so that you can run your Windows CD from a DOS command.

If you make a bootdisk in windows (95?) it will only boot you to dos where like Terry has said you can run the dos utilities outside of windows if your having a problem.
but you can get the disk to boot you directly into windows
,just copy the 'msdos.sys' file from your system to the boot floppy and it will replace the file on the floppy, try it and you should boot into windows.

There ia a neat trick if you're interested.
run a normal format on a floppy and then copy command.com, msdos.sys and io.sys directly from c:\ and then boot off that :)
