How can I do a video call between two home Laptop's over Local Network without using the Internet connection (no MSM, Skype, Yahoo, etc)?
One Laptop use Windows XP Home Edition and the other use Vista Home Premium.

There is a program, I know that, we used it at school to text type between computers just knowing there IP, cam chatting not sure. Have a look in the programs folder for something like windows meeting space.

Netmeeting is your friend (Yes it comes with XP but not Vista)
Click Start --> Run --> conf.exe

Enter the IP address of one into the other, and you're away laughing :)

Download for Vista machine:http://thehotfixshare.net/board/index.php?showtopic=3697
It used to be available from MS here (but no longer appears to be): http://support.microsoft.com/default.aspx/kb/927853
