You don't need to download anything. Just go to www.bing.com

In Win 7 RC1 IE8 Live search takes you to bing as it is a replacement for live search.

When I first saw it (pic in newspaper) my first thought was "Oh no far too much sky and too many balloons for dial-ups."

You can try the searching blind here to compare the big G, Yahoo, and Bing. After you choose the results you liked and then it shows you the brand.

This doesn't give you all the extras so it's not the whole picture but still interesting to try a few times.

As for bing.com, I changed my settings to US because a lot of the cool stuff isn't in our version yet. I actually like the pictures but then I'm on broadband so it's not like the loading time is noticeable.

On dial up, can you type in search results immediately or do you need to wait for the image to load up?

the image loads in the background, doesn't get in the way of letting you do a search immediately

I think what you might have meant, is where can you download the add-on for Bing. You can download the search bar add-on for your internet browser here (http://www.bing.com/community/blogs/search/archive/2009/06/11/bing-and-your-browser.aspx). This will allow you to download the Bing search bar for Internet Explorer, and Firefox as well. It is very easy to do and this link includes step by step instructions for how to do so.
