A friend rang to ask me the above.Using 95 or 98.I got him to untick "always on top" so that he could use IE to do some banking tonight,but I don't know how to get his bar back down.Someone knows this one but not me,yet!Thanks.

Left click and HOLD (on a blank spot on taskbar) and drag to bottm, then release.
Thanks,but I've already suggested that to him ,and he couldn't get it to move.Tried it on mine too,and mine wont move neither!(ME)
Try right click on taskbar and untick "Lock Taskbar"
before you click and drag on it right click and make sure that "lock the taskbar" is NOT checked, so its not locked to prevent you from moving it..
than try clicking holding and dragging it
it should work, i just did it after i unlocked it.

And make sure you drag it from the task bar area and not the quick launch area of the task bar, or it may not move.
I remember this problem when I first had my computer.
The mistake is to try and drag the taskbar.
This is what you do. Leftclick on the taskbar and hold while moving the mousepointer to where you want the taskbar to go. Then release the mouse and hey presto: success!!
Or have/get that bug that turns your display upside-down then, well, umm, turn your monitor upside down???????
