The other day I attended a seminar on budgeting. The trainer used a smiley face or a sad face instead of a plus or minus next to the budget figures as he said these smiley/sad faces are less confusing than the traditional +/- in budgets. I thought this was a good idea. The trainer used a Word table for the figures but I'm wondering how I can format an Excel 97 cell so a positive number shows a smiley face to the left of the figure in the same cell, and a negative figure shows a sad face to the left of the figure in the same cell.

This might have something to do with conditional formatting in a cell or there may be some simple method that I am overlooking but I cannot see how it can be done.

I would suggest you use an if statement in the next column to show a Smiley or Sad face as appropriate.
You'll have to put the smiley/sad faces in a reference cell somewhere
Something along the lines of:
=if(A1>0,B1,B2)
Where B1 and B2 contain he smiley/sad face
May be a shorter way to get there but this will work

The WINGDINGS font shows "J" as a smiley face and "L" as a sad face.
Use an IF formula in B1 such as =IF(C1>0,"J","L") then format B1 as WINGDINGS font.
For a bit of fun, format the cell before entering the formula!

If you have smiley faces in cells that will stuff up calculations won't it as it will cease to be a numeric cell unless you can do something in Control Panel/Regional Settings/Numbers.

What I believe that the person was after was that there will be 2 figures. For example sales for 2000 and 2001. If there has been an increase he wants a :) if there has been a decrease he wants a :(. So this would be done via an if statement or conditional formatting to compare the two values and work out what face to use.

Take note of what the original poster wants - a graphical indication of happiness or sadness in the cell to the left of the cell in question.
Conditional formatting can only be applied to the cell in question.

I have noticed though that the other threads I started (all test threads) at the same time as this one have been deleted... before I even got to read some of the replies :( This one, however, wasn't deleted... I wonder why?
